Objectives and Activities

Objectives

The project’s main objective is to develop methods for the planning and evaluation of IWRM measures.

The project’s approach is to conduct an exemplary planning process for IWRM in three representative areas in order to develop and test the required methods and tools. Close cooperation with local and national authorities in Vietnamwill assure that the developed methods meet their actual needs and that the project’s results will contribute to the introduction of IWRM in Vietnam.

The first project step will focus on identifying current and future conflicts in water resources and land use.

To achieve this end, the project team will analyze water resources, water and land use as well as the socio-economic situation in three river basins located in the target provinces of the project. 

Several scenarios of measures to manage water resources will be developed and their potential impact will be predicted by modeling and other prognosis tools. 

A Decision Support System (DSS) will be developed to evaluate the different possible measures, including their costs, and to finally deduce recommendations for decision makers.

The objective of the DSS is to allow decision makers to base their decisions concerning sustainable water resources management on actual data on water resource data and on scientific predictions of the impact of possible actions.

Activities

The work program of the project includes the following steps:

1.  Investigation and evaluation of the current situation in the river basins of the studied provinces:

  • Water and land resources (quality and quantity of groundwater and surface water resources, climate, geology and soils, etc.)
  • Water and land use (land use, water use for irrigation, domestic use, industry, hydropower, water pollution from agriculture, settlements and industries, etc.)
  • Socio-economic situation (demography, poverty, economic development, institutional structures, decision-making processes, etc.)

 A geographical information system (GIS) will be developed to store and visualize all data and to allow their analysis and evaluation. 

2.  Prognosis of future development
  
The future development of the quantity and quality of water resources, land use, population growth, etc. will be predicted by various methods, such as hydrological modelling. The methods developed will also allow evaluation of the impact of the different proposed measures in later project steps.

3.  Identification of water-related problems, deficits and conflicts as well as potentials 

Spatial comparison of available water resources and their use will allow identification of current and future conflicts related to different water uses as well as undeveloped potentials. Specific aggregation processes have to be developed in order to achieve a meaningful and efficient analysis.

4.  Definition of targets, identification of instruments and possible measures for Integrated Water Resources Management (IWRM)
  
Targets and priorities for the management of water resources will be defined based on an evaluation of the current situation of water resources and the expected developments.
 
Available instruments and possible measures to achieve the set targets will then have to be identified. Such measures may be, for example:
  • Regulation and restriction of water and land use
  • Water allocation and water rights
  • Monitoring and information systems 
  • Infrastructure development

5.  Composing measure scenarios for improving water resources management 

Several scenarios with different measures to achieve the defined targets for IWRM will be developed. The efficiency and the impact of the proposed measures will be assessed by using the previously developed prediction tools.

6.  Evaluation of measures and recommendations for action (Decision Support System) 
 
The measure scenarios will be evaluated regarding their ecological, social and economical sustainability. This evaluation will make it possible to deduce recommendations for decision makers.
